I am going to give you an interpretation of page 116 on "Guidance For Journalists" by Kim Jong Il:

Kim Jong Il:
"It is advisable that the newspapers carry articles in which they unfailingly hold the president in high esteem, adore him and praise him as the great revolutionary leader".

My Version:
"It is advisable that newspapers and journalists say everything nice about the great revolutionary leader even if it means licking his boots and brown nosing. Otherwise, there will be a penalty of listening to his 6 operas back to back for 96 hours".
